I am David Smith. My wife Karen and I are the Directors of the Casa de Misericordia in Piedras Negras, Mexico. We are excited that you have expressed an interest in adoption. Adoption is near and
dear to our heart as both
of our daughters are adopted.
Adoption to the U.S. from Mexico is a new frontier. In the past, the thought process for the Mexican officials was to put the children in orphanages and let them live there until they were old enough
to go out on their own.
Happily this sentiment is changing rapidly. In January of 2006, Coahuilla, the state in which the orphanage resides, brought in a new Director of the Family and Children's Services. Her coming
was a breath of fresh air.
She believes that children should live with their parents when possible but, when it is not they should be allowed
to be adopted by families that will love and take care of them. We have had one child adopted to the U.S. and one to a Mexican couple. We have several adoptions in the process now.
Based on our current experience, once a child (or children) has been deemed adoptable the process of adoption can take a minimum of 12 months. This time frame includes approval of the adopting family
by the United Stated and
Mexico governments.
All Mexican adoptions must be finalized in Mexico. We deal directly with the D.I.F. Director who in turn works directly
with the Mexican Judges. This insures that all procedures are expedited and are legally sound.
